聯合國教科文組織曼谷辦事處招募亞太地區非物質文化遺產大學課程項目支持研究咨詢員

項目背景:

根據2003年聯合國教科文組織《保護非物質文化遺產公約》定義:非物質文化遺產(intangible cultural heritage)是指被各社區、群體,有時是個人,視為其文化遺產組成部分的各種“社會實踐、觀念表述、表現形式、知識、技能以及相關的工具、實物、手工藝品和文化空間”。

非物質文化遺產包括如下幾個方面:(1)口頭傳統和表現形式,包括作為非物質文化遺產媒介的語言;(2)文化遺產;(3)表演藝術;(4)社會實踐、儀式、和節慶活動;(5)與自然界和宇宙相關的知識和實踐;(6)傳統手工藝。

為支持非物質文化研究項目融入亞太地區研究生課程,聯合國教科文組織(UNESCO)計劃于2015年11月在泰國首都曼谷組織一次區域性研討會。亞太地區高等學府及研究機構代表將紛紛參加此次研討會,并交流研究生非物質文化遺產研究項目發展的相關情況。

入選的咨詢員將作為該項目的一部分。他們將會對一些課題開展形勢分析研究, 并在研討會上展示他們的研究成果,讓參與者對項目有一個更好的認識。

咨詢員職責:

1. 對亞太地區各個國家開設非物質文化遺產研究項目的研究生學位研究。尤其是需要注意如下方面:

(1)制作一份清單,記錄亞太地區積極從事研究生階段非物質文化遺產研究項目的大學。詳細描述機構的系別,項目需求,如指定課程、實地考察、論文情況;

(2)審議并評估各個大學在開展非物質文化研究項目中采用的課程內容、教學材料、作業模式,是否與聯合國教科文組織要求相一致;

(3)分析各個大學開展的研究項目是否反映、采用、并依據2003年聯合國教科文組織《保護非物質文化遺產公約》;

(4)就形式研究的結果寫一份總結性報告,報告最長不超過40頁。

2. 協助組織2015年11月在泰國首都曼谷舉行的為期兩天的區域性研討會

(1)與聯合國教科文組織曼谷辦公室合作,為研討會制作日程安排;

(2)在研討會上就形式研究結果做報告,需采用PPT格式;

(3)協調、協助研討會期間的報告和全體會議;

(4)寫一份研討會總結性報告,包括與會人員信息和研討會結果,報告最長不超過20頁。

3. 需向聯合國教科文組織提供如下文件:

(1)2015年7月31日前,提供亞太地區開設研究生非物質文化遺產研究項目的學校名單;

(2)2015年9月30日前,提供上述的形式報告;

(3)2015年11月10日前,提供會議報告。

任職要求:

優秀的非物質文化遺產相關知識;

熟悉聯合國教科文組織《保護非物質文化遺產公約》;

對亞太地區研究生教學項目有了解和相關經驗;

在亞太地區大學中有廣泛的關系網;

卓越的研究和分析能力;

優秀的英文寫作和報告能力。

Consultancy timeframe: Approximately 15-20 weeks between July to November 2015

Background of the project:

Intangible cultural heritage or "ICH” is defined by the 2003 Convention for the Safeguarding of the Intangible Cultural Heritage as “the practices, representations, expressions, knowledge, skills – as well as the instruments, objects, artefacts and cultural spaces associated therewith – that communities, groups and, in some cases, individuals recognize as part of their cultural heritage. ICH is manifested inter alia in the following domains:

(a) oral traditions and expressions, including language as a vehicle of the intangible;

(b) cultural heritage;

(c) performing arts;

(d) social practices, rituals and festive events;

(e) knowledge and practices concerning nature and the universe;

(f) traditional craftsmanship”.

With an aim to support the integration of ICH studies in university courses at post-graduate level in the Asia-Pacific Region, UNESCO will organize a regional symposium in Bangkok, Thailand, in November 2015 to bring together representatives from tertiary education institutions in the region. This symposium will provide a platform for the universities to exchange their knowledge, resources and experiences in the development of ICH programmes at the post-graduate level.

As part of the activity implementation, the selected consultant will conduct a situational analysis on topics which are detailed below in “Role of the consultant”. The analysis results will be presented at the symposium to enable the participants to gain a better understanding of the situation related to the implementation of ICH post-graduate programmes by universities in the Asia-Pacific Region.

Role of the consultant:

1. Conduct research, taking into consideration an equitable geographic representation of countries across the Asia-Pacific Region, of post-graduate degrees focusing on intangible cultural heritage (ICH). In particular the consultant shall:

a. Create a list of universities in the Asia-Pacific Region that are active in teaching ICH at post-graduate level. Specify institutional infrastructures (for examples, department or faculty) that offer these studies as well as their programme requirements (for example, requirements focusing on coursework, field visits, and/or thesis completion).

b. Examine and assess curricular contents and teaching materials as well as delivery modalities (instructors and teaching methods) employed by a selection of universities (to be agreed upon with UNESCO) in implementing their ICH education programs.

c. Analyze whether the above programmes reflect, employ or refer to the basic principles of the 2003 Convention for the Safeguarding of the Intangible Cultural Heritage (including, inter alia, community-based identification, inventorying and safeguarding of ICH, viability and the dynamic nature of ICH, ICH and sustainable development. Please refer to Annex II for more details.)

d. Produce a report with an executive summary to present the results of the undertaken situational analysis per Article 1 a. b. and c. (indicative maximum number of pages, including an executive summary: 40 pages).

2. Assist with the organization of the two-day regional symposium in Bangkok, Thailand, which is tentatively scheduled to take place in November 2015.

a. Contribute to the development of the symposium agenda in collaboration with UNESCO Bangkok;

b. Produce and present a 45-minute PowerPoint file to report the undertaken situational analysis per Article 1 at the symposium;

c. Facilitate and moderate the presentations and plenary sessions during the two-day symposium;

d. Produce a meeting report with an executive summary to include the participants’ inputs and overall symposium outcomes (indicative maximum number of pages, including an executive summary: 20 pages).

3. Provide UNESCO with the following documents:

a. Preliminary list of universities in the Asia-Pacific Region that are active in teaching ICH at post-graduate level per Article 1 a. by 31 July 2015.

b. Report on the situation analysis as stated in Article 1 d. by 30 September 2015.

c. Meeting report as stated in Article 3 d. by 10 November 2015.

Qualifications

Excellent knowledge in ICH and familiarization with the UNESCO Convention for the Safeguarding of Intangible Cultural Heritage.

Knowledge and experience related to education programmes at post-graduate level in the Asia-Pacific Region.

Wide network with universities in the Asia-Pacific Region. Excellent research and analytical skills.

Excellent writing and reporting skills in English.
